Recommended material
This pattern is designed for cotton knits with elastane. You can also use Ponte Roma knits and other light and medium knits (elastic materials).
For my first skirt (with a wide elastic band at the waist) I used a cotton knit with elastane. I got this beautiful fabric from Unuodesign.cz:

Free skirt pattern
The pattern for women's skirt SWING is basically a half-circle skirt pattern divided into four pattern pieces/panels.

Sewing instructions
1 - Skirt with a wide elastic band
Prepare the four pattern pieces. All seam & hem allowances are 1 cm (0.4") wide.
Suggestion
If you are going to sew your skirt on a regular sewing machine, I recommend you read this article first:
Pin & sew all vertical seams.
Clean the waistline.
If the length of the skirt suits you, you can also clean the bottom edge.
(This is usually done later.)
If you want to finish the bottom hem now, I recommend using one-sided (or double-sided) fusible interfacing to reinforce it. The hem will be more stable (it will not twist around) and it should remain smooth and flat after you sew it.
Fold the hem 1 cm / 0.4” to the inside of the skirt and topstitch it. When the hem is finished, I recommend steaming and ironing it (until dry). Then let the skirt cool down for a minute or two.
Let’s work on the waist. You can use a wide elastic band to sew the waistband. Use at least a 4 cm (1 5/8") wide elastic band.
Wrap the band around your body to determine the correct length. It should not be too loose or too tight.
Cut the band...
...and sew its ends to form a loop. Sew about 1 cm (0.4") from the edge.
Spread the free edges of the band...
...and topstitch them (sew about 7 mm / 0.3” from the original seam), to flatten the connection.
This is what the reverse side of the band looks like:
Find the middle of the band (the point opposite the connecting seam) and mark it with a pin.
Then fold the band in half (again) and mark the two quarter points.
Now prepare your skirt - align the two front seams with the two rear seams.
Both side panels are now folded in half - mark these folds.
Now find the centers of the two remaining panels in the same way.
align the marked points on the waistband with the centers of the skirt panels and pin them. Pin the elastic band to the face side of the skirt. Use elastic stitches to sew the band to the skirt.
That’s all - your new skirt is finished! :)
2 - Skirt with a waist tunnel & narrow elastic band
If you do not want to have a wide elastic band at the waist, you can finish the waist with a simple tunnel into which you insert a narrow elastic band. You can finish the bottom with lace or a braid with pompoms.
The procedure is very similar to the one described above, there are just a few minor differences:
Add 2.5–3 cm (1"–1.2") wide seam allowances to the top of all four pieces of the skirt (so you can create the waist tunnel later).
When you have sewn all four parts of the skirt, fold the waistline edge 2.5–3 cm (1 "–1.2") to the inside of the skirt. Pin and topstitch the waist, but don't forget to leave a small gap in the seam so that you can insert your elastic band into the tunnel.
Prepare your elastic band and insert it into the tunnel. Sew the ends of the band to form a loop. (If you use a very narrow band, you can simply tie it.) Close the gap in the seam by hand.
I used a braid with pompoms to decorate the bottom hem of my skirt.
